ABOUT WOODARD

Public Sector Employees Deserve Benefits As Strong As Anyone In the Private Sector

Our Story

Woodard Insurance Agency was founded in 2007 by Rick Woodard, a former Blue Cross Blue Shield executive who spent years managing military healthcare claims and negotiating benefits for public sector employees. After more than 13 years serving on the Florence City Council, Rick saw firsthand how often municipal employees were left with the weakest benefit options in the market — simply because no one was negotiating hard enough on their behalf.

He built Woodard Insurance Agency to fix that. What started as a firm serving a handful of South Carolina cities and towns has grown into a team of licensed brokers across North Carolina, South Carolina, and Florida — all still built around the same idea: public sector employees deserve benefits as strong as anyone in the private sector, and their organizations deserve a broker who treats every renewal like it matters.

Since January 2026, Woodard has been woman-owned and woman-operated.

President Laura Woodard — a licensed broker with a doctorate in physical therapy — leading the agency into its next chapter.

What We Believe

Three principles that shape how we work with every client.

01

Focus On Breadth

Health benefits restructuring is all we do. Every hour of our week goes toward this industry — not spread across unrelated lines of business.

02

Service Without Hours

Every employee we cover gets a direct cell number for our team. Emergencies don't run on a 9-to-5 schedule, so neither do we.

03

Trust, Not Contracts

We don't rely on restrictive multi-year agreements. Our longest relationships go back to 2007 — earned every renewal, not locked in.

In the Community

Community engagement is part of how we operate, not a separate initiative. Our team has led outreach programs bringing health insurance access to underserved families, and stayed active in food pantry drives, breast cancer walk sponsorships, and local youth sports.

Most recently, our brokers organized birthday cake donations for local children affected by changes to the SNAP program — creating 535 "cake boxes" for food pantries and schools.
